Their existence is a curse, a symbol of the end times. The Camarilla treats them like trash, best to be thrown out or disposed of. In the Sabbat, they might as well be called operation human shield. Even the anarchs only accept them begrudgingly. A Caitiff’s life is only worth a damn if they make it worth a damn. In the California Free states, the occasional caitiff might rise up and hold a position of power but the Caitiff of Florida have never had such a chance.

Whether they came from California for a chance to get in on the ground floor or just wanted to take a shot at the camarilla, who had long held their boot to their throat, or the sabbatists, who tortured them endlessly. Some of them just went to ground and when they stuck their heads back out they were told they were Anarchists now. Others still had worked their way into the Sabbat or Camarilla at the lowest level, managing some humans or business for their masters, but those masters are done now but the caitiff survived.
